Chinese President Xi Jinping called for enhanced collaboration between China and Vietnam, highlighting connectivity, cross-border industrial integration, and stable supply chains. The remarks were made during a phone call on Wednesday with To Lam, General Secretary of the Communist Party of Vietnam Central Committee.

Xi, who also serves as General Secretary of the Communist Party of China Central Committee, highlighted the progress achieved since Lam’s state visit to China in August. He described 2025 as a pivotal year, coinciding with the conclusion of China’s 14th Five-Year Plan and preparations for the CPV’s 14th National Congress. 

Notable Project: Cross-border Infrastructure Projects

Prime Minister Pham Minh Chinh, during a meeting with China Railway Construction Corporation Chairman Dai Hegen, emphasised the significance of the Lao Cai – Hanoi – Hai Phong railway as a vital link between Vietnam and China, supporting the Belt and Road Initiative. The 380 km double-tracked line, with a 1,435 mm gauge, will connect to Kunming, Yunnan Province, China, at an estimated investment of $11 billion.

CRCC, in coordination with Vietnamese authorities, is finalising the project’s pre-feasibility report, aiming to commence construction by December 2025. Chinh highlighted the railway’s role in accelerating socio-economic development in Vietnam’s northern border provinces and providing Yunnan with enhanced sea access.

Chinh also encouraged CRCC to consider involvement in other major infrastructure projects, including high-speed railways and expressways connecting Vietnam’s border regions to China.

Chinh called for Chinese support in concessional loans, technology transfer, and workforce training to bolster Vietnam’s railway sector. CRCC, with extensive experience in China’s rail and road infrastructure, reaffirmed its readiness for the project while urging Vietnam to expedite procedural timelines.

Both Sides Value Collaboration

The Chinese leader urged both parties to strengthen ties by deepening exchanges of socialist theory, practical experience, and mutual political support. Xi mentioned the need for closer high-level communication to foster mutually beneficial cooperation and people-to-people cultural exchanges, particularly in media, tourism, and youth engagement. Xi also advocated for increased international and regional coordination to promote fairness and justice on the global stage.

Acknowledging Vietnam’s recent achievements under CPV leadership, Xi expressed confidence in Vietnam’s ability to achieve its goals and ensure the success of its upcoming National Congress.

The dialogue between the two leaders reflects their shared commitment to promoting stronger bilateral relations and advancing socialist development in the face of global challenges.
