British Prime Minister Keir Starmer’s visit to Riyadh on the 9th of December 2024, resulted in several significant agreements aimed at enhancing cultural collaboration between Saudi Arabia, the United Kingdom, and France. During the visit, Starmer met with Saudi Crown Prince Mohammed bin Salman to discuss bilateral relations and joint efforts to promote cooperation in various fields.

The agreements signed during this meeting highlight a shared commitment to fostering partnerships in arts, cultural exchanges, and the preservation of historical heritage, underscoring the growing cultural ties between the nations.

Cultural partnership between countries

One of the key objectives of the talks was to strengthen the dialogue between the countries in the cultural sphere, which will not only promote the arts but also enhance mutual understanding between both people. Saudi Arabia is actively investing in cultural initiatives, as part of its Vision 2030 program, aiming to diversify the economy and develop the tourism and cultural sectors.

French President Emmanuel Macron has already highlighted the importance of these initiatives during his visit to the historic district of At-Turaif in Diriyah, a UNESCO World Heritage site that plays a key role in cultural exchange between the countries. Macron fully agrees that this would be a great concept for the countries. Cooperation involves the exchange of art specialists, support for new and unusual exhibitions and the restoration of old ones, all of which will help promote Saudi Arabia’s cultural heritage on the international stage.

Agreement with the UK

Keir Starmer’s visit also included talks on the development of UK-Saudi projects related to education and the creative industries. Britain sees Saudi Arabia as an important partner for the future, opening up new opportunities for exchanging experiences in the arts and creative and exciting technologies. In addition, special attention is paid to creating platforms for young artists and cultural exchanges between universities and galleries.

Significance for International Relations

Together these cultural agreements reflect Saudi Arabia’s broader strategy to strengthen its presence on the global cultural scene. In addition to promoting international understanding, they demonstrate culture as an important tool for diplomatic ties. The UK and France, seeking to expand cooperation and develop new markets, find a promising partner in the Kingdom, attracting attention with its large-scale and innovative projects.

The most important aspect remains the development of tourism infrastructure and the organisation of major international and cutting-edge events, such as art exhibitions and theater productions, which attract the attention of cultural figures and tourists across the globe.
